New Mexico Veteran Benefits: Population & Overview

The New Mexico Department of Veterans’ Services (NMDVS) helps veterans and families obtain state and federal benefits. Accredited Field Services Veterans Service Officers (VSOs) assist free of charge with claims under federal, state, and local law. New Mexico Veteran Medical & Healthcare Benefits

VA health care (federal)

Most clinical care for veterans is through the U.S. Department of Veterans Affairs. Eligibility depends on service history, discharge status, income in some priority groups, and other federal rules—not NMDVS membership.

New Mexico State Veterans Home (state long-term care)

The New Mexico State Veterans Home in Truth or Consequences provides integrated nursing care. It is a state program operated through the New Mexico Department of Health—different from VA medical centers.

New Mexico Veteran Housing Benefits

Housing-related New Mexico veteran benefits center on property tax exemptions, limited vehicle-fee relief, partner transition housing, and the federal VA home loan guaranty.

Veterans’ property tax exemption

Resident veterans with honorable discharge after ≥90 continuous active-duty days (or less if discharged for service-connected disability) may receive a $10,000 reduction in taxable value of real property. The amount is inflation-adjusted annually. Unremarried surviving spouses may qualify under statute. If property is insufficient to use the full exemption, reduced motor vehicle registration rates (two-thirds) may apply in some cases.

Disabled veteran property tax exemption

Resident disabled veterans with a VA service-connected rating receive an exemption equal to disability percentage × taxable value of the primary residence (for example, a 50% rating generally yields a 50% reduction). Unremarried surviving spouses may continue eligibility. Veterans with 100% total and permanent service-connected disability may also be exempt from certain special benefit assessments.

Federal VA home loan guaranty

Eligible veterans can use the federal VA home loan program through private lenders. Certificate of Eligibility and lender requirements apply.

Disabled veteran vehicle registration

Certain disabled veterans (loss of use of limbs as defined in statute) may be exempt from registration fees and excise taxes for one vehicle under NMSA 66-6-16. Confirm eligibility with MVD / NMDVS.

New Mexico Veteran Education Benefits

Education support is a core New Mexico veteran benefits category for veterans, wartime campaign medal recipients, and certain dependents.

Vietnam Veterans’ Scholarship & Wartime Veterans’ Scholarship

Children of Deceased Veterans Scholarship

For ages 16–26: matricular fees, room and board, books/supplies, plus a $300/year stipend when the parent was a New Mexico resident at entry and was killed in armed conflict (includes certain New Mexico National Guard state active duty deaths). Confirm current rules with NMDVS.

In-state tuition

  • Veterans, spouses, and children using VA education benefits — in-state rates at state-funded colleges, universities, and vocational programs
  • Nonresident active duty permanently stationed in New Mexico and dependents — in-state; continuous enrollment may continue if reassigned

New Mexico Veteran Benefits for Employment & Tax

State income tax — military pay & retirement

  • Active-duty military pay of resident service members is exempt from New Mexico personal income tax
  • Military retired pay and certain survivor annuities (including SBP-type benefits): partial exemption up to $30,000

Honorably discharged veterans and current National Guard members can receive +5 points on final passing exam scores; service-connected disabled veterans can receive +10 points (NMSA 10-9-13.2).

Paid military leave

Public employees (state, county, municipal, school district) in the Guard or Reserves: 15 days paid military leave per federal fiscal year for training; the governor may grant up to 15 additional days when training benefits the state job.

Workforce & business

EMNRD State Parks — veterans fees/permits

U.S. military veterans and Gold Star families can get a free Military Lifetime Pass for entrance/day-use on many federal lands. This does not replace New Mexico State Parks passes.
