Idaho Veteran Benefits: Population & Overview

The Idaho Division of Veterans Services (IDVS) serves Idaho veterans and families through advocacy, benefits and education support, long-term care (State Veterans Homes), and interment (State Veterans Cemeteries). IDVS advocacy staff pursue federal and state benefits, provide counseling and referral, and operate Office of Veterans Advocacy service officers. Idaho Veteran Medical & Healthcare Benefits

VA health care (federal)

Most clinical care for veterans is through the U.S. Department of Veterans Affairs. Eligibility depends on service history, discharge status, income in some priority groups, and other federal rules—not IDVS membership.

Idaho State Veterans Homes

IDVS operates skilled nursing facilities (Medicare/Medicaid certified) for honorably discharged veterans and spouses who require skilled nursing. Spouse admission limits apply; spouses are not eligible for the residential/domiciliary unit at Boise. Capacities as stated by IDVS:

  • Boise — 131-bed skilled nursing, 36-bed residential, special care unit
  • Lewiston — 66-bed skilled nursing
  • Pocatello — 66-bed skilled nursing
  • Post Falls — 64-bed skilled nursing

Idaho Veteran Housing Benefits

Housing-related Idaho veteran benefits emphasize property tax relief and emergency financial aid. Federal VA home loans remain available; Idaho does not run a large CalVet-style state mortgage program.

100% service-connected disabled veterans property tax benefit

Idaho residents who own and occupy a primary residence and have a 100% service-connected disability (or receive 100% compensation due to individual unemployability) may reduce property taxes on the home and up to one acre by as much as $1,500 (Tax Commission 2026 program description). No income limit. A surviving spouse may continue once the benefit is granted (it is not transferable to a new property after the veteran’s death).

  • Apply annually January 1–April 15 (automatic renewal if disability is permanent and total)
  • Requires current homeowner’s exemption and VA letter confirming status as of January 1
  • Apply online via Tax Commission TAP or paper form to the county assessor

Property Tax Reduction (“Circuit Breaker”)

A separate income-based program can reduce property taxes by $250–$1,500 on the home plus up to one acre. For the 2026 program year, examples include total 2025 income after medical deductions at or below $39,130, plus age, disability, widow, POW, or other qualifying status categories. Veterans with ≥10% service-connected disability or VA pension for nonservice-connected disability may qualify when residency and income requirements are met. Apply January 1–April 15 annually.

Emergency financial assistance

IDVS emergency relief: up to a $1,500 grant for extreme emergency for honorably discharged veterans who are current Idaho residents and either entered service from Idaho or lived in Idaho ≥5 years; the emergency event must be within 90 days of the request. Federal VA home loan guaranty

Armed Forces and Public Safety Officer Dependent Scholarship

State scholarship under Idaho Code § 33-4302: waiver of tuition and fees plus up to $750 per semester for books, plus on-campus housing and subsistence for qualifying Idaho undergraduate children or spouses of military members or public safety officers who are POW/MIA/killed or become totally and permanently disabled/unemployable under defined rules (Idaho residency, Idaho high school/GED, home-of-record and deployment/line-of-duty constraints).

Public employee veterans hiring preference

Idaho law (Title 65, Chapter 5) provides preference points for public employment:

  • 5 points — preference-eligible veterans (or unmarried widow/widower) discharged under honorable conditions
  • 10 points — disabled veterans (≥10% service-connected disability or Purple Heart), with unmarried widow/widower provisions; spouses of disabled veterans unable to qualify for public employment due to service-connected disability
  • 10 points + interview offer — disabled veterans with ≥30% service-connected disability if among the top 10 qualified applicants (widow/widower rules differ)
  • Preference applies to initial appointment only (not promotions or transfers); it does not guarantee a job

Occupational / professional licensing

Expedited processing and credit for relevant military training for armed forces members, honorably discharged veterans, and spouses under Idaho Code § 67-94 (Occupational Licensing Reform Act); active-duty renewal fee waivers under related statutes. State income tax highlights

  • Active-duty personnel stationed outside Idaho are exempt from Idaho state income tax while so stationed

Idaho Other Veteran Benefits

Specialty plates & driver license veteran designation

Military/veteran specialty plates are available through the Idaho Transportation Department (branch, conflict, Purple Heart, Gold Star, disabled veteran, and other designs). A veteran designation on a driver’s license or ID is free on new issue or renewal; a $15 duplicate fee applies if added mid-cycle; the designation is permanent once added. Hunting and fishing (DAV reduced fees)

Resident (and nonresident) disabled American veterans with ≥40% service-connected disability may purchase reduced-fee DAV licenses and tags with a VA letter; documentation is required on initial application.

Disabled Veterans Special Big Game Tag Program
