The Arizona Department of Veterans’ Services (ADVS) is the state agency that serves and advocates for service members, Veterans, and their families in Arizona. ADVS states that services it provides were instrumental in connecting Arizona’s over 500,000 Veterans with almost $400 million in compensation, pension, educational and medical benefits, and grants from the U.S. Department of Veterans Affairs. Arizona State Veteran Homes (state long-term care)
ADVS operates four Medicare-certified skilled-nursing Arizona State Veteran Homes providing long- and short-term care for eligible Arizona Veterans (and dependent/surviving spouses as applicable to home rules). Homes are in Flagstaff, Phoenix, Tucson, and Yuma. This is a state program, different from VA medical centers.

Arizona Veteran Housing Benefits
Arizona does not operate a separate statewide veteran home-loan program comparable to some other Western states. Housing-related Arizona veteran benefits center on property tax relief, organizational housing grants, hardship aid, and federal VA loans.
Property tax exemption (disability-related)
Arizona law (A.R.S. § 42-11111) provides property-tax exemptions for certain Arizona residents who are honorably discharged veterans with service- or nonservice-connected disability (and other categories such as widows/widowers and total permanent disability). Claimants file an affidavit with the county assessor where the property is located.
Key statutory points (confirm current dollar limits with the county assessor; amounts are adjusted periodically):
- 100% service-connected disability (VA rating): property is fully exempt from taxation. Surviving spouse may continue the full exemption if the property is the surviving spouse’s primary residence and the spouse does not remarry
- Other disability ratings (nonservice-connected at 100% or less, or service-connected under 100%): exemption of $4,188, further limited by multiplying by the VA disability percentage (statute baseline—verify current indexed figures with ADOR/assessor)
- Income limits and assessment caps apply to some categories under the same section

Federal VA home loan guaranty

Homelessness and housing assistance
ADVS and the Governor’s office have publicized organization-level “Homes for Heroes” style grant awards supporting groups that expand transitional housing and reduce barriers for homeless Veterans—these are not typically a direct individual rent entitlement. Individual emergency living-expense aid may be available through the Military Family Relief Fund (see Other benefits).

Arizona Veteran Education Benefits
Education support is a core Arizona veteran benefits category for qualifying wounded Veterans, Purple Heart recipients, dependents of fallen service members, and GI Bill users at Arizona schools.
In-state tuition (GI Bill / residency alignment)
ADVS states eligible Veterans and dependents can receive in-state tuition rates for select Arizona colleges and universities. Tuition waiver scholarships (A.R.S. § 15-1808)
ADVS describes a state Tuition Waiver supporting Arizona Veterans wounded in action or injured in the line of duty, and dependents of Service Members killed in the line of duty, with tuition-free education after verification.
Statute (A.R.S. § 15-1808) requires ABOR (and community college districts as applicable) to provide tuition waiver scholarships after verification by ADVS (or other designated boards) for qualifying children/spouses of certain fallen public servants and service members, and separately for certain Purple Heart recipients with VA disability rating of 50% or more who were Arizona residents or stationed in Arizona at the time of the injury, among other eligibility rules. Honorary Diploma Program

Military Family Relief Fund (MFRF)
MFRF provides financial assistance to active-duty service members, Veterans, and their families for unforeseen financial hardships caused by the service member’s military service (pre- and post-9/11). It is designed to bridge basic living expenses (for example rent, vehicle, utilities). Commonly not covered: VA debts, education, child support, credit cards, legal fees, and similar categories. Veterans’ Donation Fund (VDF)
